Andria Gvidiani, Head of the Budget Office, met with the interns of the Parliament.

“The internship in Parliament provides an effective opportunity for your professional development. During the internship, you will gain knowledge of the operation of the key institution of the country, the Parliament, including the lawmaking process and the adoption of political decisions that reflect on the state of the population and national development. I am confident that the experience you will gain in Parliament will be pivotal to your future careers”, - he addressed the students.

He discussed the country’s primary financial document, the state budget, and outlined the stages of its development from initial draft to finalisation as law.

“The budget can be considered an agreement between the population and the state. The government, when composing the budget, takes into account all vital needs and priorities for the population, including education, healthcare and defence. These priorities serve as the basis for the development of the budget and its communication with Parliament is to determine how the assets will be consumed”.

A. Gvidiani underlined that transparency is considered as one of the key factors of the budget.

“Budget transparency is a key indicator of accountability to society. Georgia can be proud to have achieved a global ranking of one in this area. This is not merely a rating but a political statement that the state has no secrets in its budget planning and expenditure. Consequently, each Lari is transparent to the public. This position places Georgia ahead of many developed countries worldwide”.

At the meeting, Giorgi Meskhoradze, Head of the Budget Analysis Department, introduced the presentation on the budget system and the role of the Budget Office. He outlined the budget development process and reviewed the role of the independent fiscal institutions.
